I just rebooted art.net which has free'd up all the ftp
processes which were taken up by hung ftp's. So you should
be able to connect to art.net with ftp.
Art.net only allows 40 simultainious ftp processes so
when these are taken up by hanged ftp processes, ftp will
start to refuse ftp connections.
It seems that the publish feature of Microsoft's Front Page
software does not work with art.net and just causes ftp
processes to hang. This is what caused most of the hung ftp
processes. So it's best not to use this to upload your site.
Instead please use normal ftp programs such as fetch and ws_ftp.
